House Majority Leader Steny Hoyer (D-MD) once said that the “most basic responsibility of governing is to pass a budget.” Yesterday it became clear that Congress has decided to shirk that responsibility, as word broke that the House likely will not pass a budget resolution for the first time since the modern budget process was created in 1974.

Are you mentioning it as a historic decision? It is usual in other nations I think. When political parties do something there can be two reasons behind it. First one is that they are doing it intentionally to get some profit for them. Second one is that they are doing it for the well being of the people since there can be something that common people can’t understand.
